However, Europe is making significant commitments to space security and defense, with Germany planning to invest 35 billion euros by 2030 and France allocating 4.2 billion euros for military space activities between 2026 and 2040.

What makes this particularly fascinating is the structural disadvantage Europe faces in turning domestic demand into a larger, more cost-efficient industrial base, similar to the strategies employed by the United States and China. An important factor is that a significant portion of Europe's accessible market is also accessible to all space industries worldwide, which means European demand is not captive to European suppliers. This dynamic creates a competitive environment where European primes are locked out of more than 80% of the global launch and satellite manufacturing market due to government procurement preferences and vertically integrated constellations like SpaceX's Starlink.

One thing that immediately stands out is the role of defense spending in driving the growth of the European space economy. While the report cites OECD and International Monetary Fund research warning that greater defense spending does not necessarily lead to lasting economic growth, it also highlights the importance of procurement strategies that can foster innovation while containing costs, as well as cross-border coordination and harmonized standards to unlock economies of scale. From my perspective, the challenge for Europe is to leverage its defense spending to create a more robust and competitive space industry, while also addressing the structural disadvantages that currently limit its growth.

This raises a deeper question: How can Europe balance its defense spending with the need for innovation and economic growth in the space sector? The answer lies in a multifaceted approach that includes strategic procurement, cross-border collaboration, and a focus on fostering a more captive domestic market. By doing so, Europe can harness the benefits of defense spending while mitigating the risks of non-tariff barriers and fostering a more sustainable and competitive space economy.
